Narrative:
On jul/thu/00, I received a clearance to depart penn valley (seg) with a void time. Upon contacting harrisburg approach, after departure, I was informed I was only cleared to the seg VOR, however I was told before departure my readback was correct and made no mention of the clearance to the VOR only. The departure controller informed me when I called after takeoff that I was 7 mi from the VOR, which is true. I was not aware that the clearance was only to the VOR. The controller, after informing me of the VOR only clearance, then cleared me to continue the flight. No evasive actions were necessary and no other aircraft were involved. However, it appears that I was not fully aware of what the controller was attempting to convey to me in the telephone clearance.

Title: PLT OF A PIPER APACHE, PA23, EXCEEDED IFR FLT PLAN DEP LIMIT WHEN HE PASSED THE SEG VOR.
Narrative: ON JUL/THU/00, I RECEIVED A CLRNC TO DEPART PENN VALLEY (SEG) WITH A VOID TIME. UPON CONTACTING HARRISBURG APCH, AFTER DEP, I WAS INFORMED I WAS ONLY CLRED TO THE SEG VOR, HOWEVER I WAS TOLD BEFORE DEP MY READBACK WAS CORRECT AND MADE NO MENTION OF THE CLRNC TO THE VOR ONLY. THE DEP CTLR INFORMED ME WHEN I CALLED AFTER TKOF THAT I WAS 7 MI FROM THE VOR, WHICH IS TRUE. I WAS NOT AWARE THAT THE CLRNC WAS ONLY TO THE VOR. THE CTLR, AFTER INFORMING ME OF THE VOR ONLY CLRNC, THEN CLRED ME TO CONTINUE THE FLT. NO EVASIVE ACTIONS WERE NECESSARY AND NO OTHER ACFT WERE INVOLVED. HOWEVER, IT APPEARS THAT I WAS NOT FULLY AWARE OF WHAT THE CTLR WAS ATTEMPTING TO CONVEY TO ME IN THE TELEPHONE CLRNC.
