Aircraft X requested FL350 or FL330. Zan issued a clearance for aircraft X to climb to and maintain FL310. The radio operator delivered the clearance correctly. Aircraft X read back an incorrect altitude of FL350. The operator did not catch the incorrect readback. Aircraft X climbed through FL330, which was occupied by aircraft Y, and ended up at FL350, which was occupied by aircraft Z. When aircraft X reported level at FL350, the radio operator caught the error and advised zan. The controller then issued a clearance to aircraft Z to climb to FL370.

Title: A RADIO OPERATOR FROM SFO COMMERCIAL RADIO RPTS RELAYING AN ALT CLB CLRNC TO AN ACR FLC IN THE NORTH PACIFIC THEN FAILING TO CATCH AN ERRONEOUS READBACK.

Narrative: ACFT X REQUESTED FL350 OR FL330. ZAN ISSUED A CLRNC FOR ACFT X TO CLB TO AND MAINTAIN FL310. THE RADIO OPERATOR DELIVERED THE CLRNC CORRECTLY. ACFT X READ BACK AN INCORRECT ALT OF FL350. THE OPERATOR DID NOT CATCH THE INCORRECT READBACK. ACFT X CLBED THROUGH FL330, WHICH WAS OCCUPIED BY ACFT Y, AND ENDED UP AT FL350, WHICH WAS OCCUPIED BY ACFT Z. WHEN ACFT X RPTED LEVEL AT FL350, THE RADIO OPERATOR CAUGHT THE ERROR AND ADVISED ZAN. THE CTLR THEN ISSUED A CLRNC TO ACFT Z TO CLB TO FL370.
