Narrative:
While working the east arrival handoff position during the XY00 rush at ord-C90 TRACON, I was working handoffs for the primary runway and the trip or third runway. I had coordinated 2 aircraft with mke approach to enter our airspace at 7000 ft. The first aircraft came over at 8000 ft, and on the wrong frequency. I had called mke approach 4-6 times without an answer. I instructed my supervisor that mke would not answer the line and I needed assistance. I also advised the supervisor that the second aircraft Y was entering my airspace without a handoff, and mke would not answer my calls. I could not confirm the frequency without coordination and mke approach would not answer the call. The aircraft traveled 12-15 mi into arrival airspace without a handoff causing a deviation. The supervisor in charge offered no assistance prior to the deviation when asked, nor after when I asked if he would call mke approach to find out what happened. I was totally ignored. Finally, after 15 mi, mke approach called and asked if they should turn air carrier X north. I said it was too late, change air carrier X to 135.02 MHZ.

Title: HDOF CTLR AT C90 OBSERVED TFC ENTER SECTOR FROM MKE WITHOUT COORD.
Narrative: WHILE WORKING THE E ARR HDOF POS DURING THE XY00 RUSH AT ORD-C90 TRACON, I WAS WORKING HDOFS FOR THE PRIMARY RWY AND THE TRIP OR THIRD RWY. I HAD COORDINATED 2 ACFT WITH MKE APCH TO ENTER OUR AIRSPACE AT 7000 FT. THE FIRST ACFT CAME OVER AT 8000 FT, AND ON THE WRONG FREQ. I HAD CALLED MKE APCH 4-6 TIMES WITHOUT AN ANSWER. I INSTRUCTED MY SUPVR THAT MKE WOULD NOT ANSWER THE LINE AND I NEEDED ASSISTANCE. I ALSO ADVISED THE SUPVR THAT THE SECOND ACFT Y WAS ENTERING MY AIRSPACE WITHOUT A HDOF, AND MKE WOULD NOT ANSWER MY CALLS. I COULD NOT CONFIRM THE FREQ WITHOUT COORD AND MKE APCH WOULD NOT ANSWER THE CALL. THE ACFT TRAVELED 12-15 MI INTO ARR AIRSPACE WITHOUT A HDOF CAUSING A DEV. THE SUPVR IN CHARGE OFFERED NO ASSISTANCE PRIOR TO THE DEV WHEN ASKED, NOR AFTER WHEN I ASKED IF HE WOULD CALL MKE APCH TO FIND OUT WHAT HAPPENED. I WAS TOTALLY IGNORED.
