Narrative:
On flap retraction, outboard flaps jammed at flaps 2 degrees position. Followed aircraft operating manual procedures for split flap position. Landed uneventfully after declaring emergency. Target airspeed was 161 KTS. Landing weight approximately 150000 pounds. Fuel dumping was not necessary.

Title: A B727-200 ON INITIAL CLB AT 1800 FT DECLARED AN EMER AND DIVERTED DUE TO UNABLE TO RETRACT THE OUTBOARD TRAILING EDGE FLAPS. CAUSE UNKNOWN.
Narrative: ON FLAP RETRACTION, OUTBOARD FLAPS JAMMED AT FLAPS 2 DEGS POS. FOLLOWED ACFT OPERATING MANUAL PROCS FOR SPLIT FLAP POS. LANDED UNEVENTFULLY AFTER DECLARING EMER. TARGET AIRSPD WAS 161 KTS. LNDG WT APPROX 150000 LBS. FUEL DUMPING WAS NOT NECESSARY.
