Narrative:
Departure runway 16R at vny on canoga 8 SID. Before 2.2 DME and 1700 ft tower gave us a turn (early turn) and switched us to approach control. Immediately upon contact with approach control he said 'traffic alert, 11 O'clock, 1/2 mi.' I was doing checklist items and (tune and switch radio) looked up and saw king air(?). Pt (captain, not me) in the left seat immediately took evasive action to pull up and miss the other aircraft. Our stall stick shaker activated and we then had to lower the nose to regain airspeed. I then told the approach controller that we saw him and missed him and where did he come from. ATC said he was in the pattern at van nuys working with the tower. I told him that we were informed about the previous departure but no one else. High cockpit workload and too much dependency on ATC could be a possible problem. Possible preventive would be to hold on checklist items until 1500 ft AGL or higher.

Title: NMAC ON DEP FROM VAN NUYS, CA, BTWN TFC PATTERN ACFT UNDER CTL OF TWR AND IFR DEP JUST HANDED OFF TO DEP CTL.
Narrative: DEP RWY 16R AT VNY ON CANOGA 8 SID. BEFORE 2.2 DME AND 1700 FT TWR GAVE US A TURN (EARLY TURN) AND SWITCHED US TO APCH CTL. IMMEDIATELY UPON CONTACT WITH APCH CTL HE SAID 'TFC ALERT, 11 O'CLOCK, 1/2 MI.' I WAS DOING CHKLIST ITEMS AND (TUNE AND SWITCH RADIO) LOOKED UP AND SAW KING AIR(?). PT (CAPT, NOT ME) IN THE L SEAT IMMEDIATELY TOOK EVASIVE ACTION TO PULL UP AND MISS THE OTHER ACFT. OUR STALL STICK SHAKER ACTIVATED AND WE THEN HAD TO LOWER THE NOSE TO REGAIN AIRSPD. I THEN TOLD THE APCH CTLR THAT WE SAW HIM AND MISSED HIM AND WHERE DID HE COME FROM. ATC SAID HE WAS IN THE PATTERN AT VAN NUYS WORKING WITH THE TWR. I TOLD HIM THAT WE WERE INFORMED ABOUT THE PREVIOUS DEP BUT NO ONE ELSE. HIGH COCKPIT WORKLOAD AND TOO MUCH DEPENDENCY ON ATC COULD BE A POSSIBLE PROB. POSSIBLE PREVENTIVE WOULD BE TO HOLD ON CHKLIST ITEMS UNTIL 1500 FT AGL OR HIGHER.
