Narrative:
Descending to cross somto at 13000 ft, passing through 15000 ft we received an RA to climb. We did, and advised ATC. Climbed to 17200 ft. A cpr jet appeared in our windscreen. Apparently he had climbed underneath us and popped out in front of us. It was too close for comfort and probably a TCASII save. Center said he was VFR phl (or pne) to teb. He leveled off at 17500 ft.

Title: FLC OF A B737-300 STOPPED THEIR DSCNT AND CLBED IN RESPONSE TO A TCASII RA AND THEN OBSERVED A CPR GULFSTREAM II CLBING THROUGH THEIR ALT IN FRONT OF THEM. THERE WAS NO TA ISSUED.
Narrative: DSNDING TO CROSS SOMTO AT 13000 FT, PASSING THROUGH 15000 FT WE RECEIVED AN RA TO CLB. WE DID, AND ADVISED ATC. CLBED TO 17200 FT. A CPR JET APPEARED IN OUR WINDSCREEN. APPARENTLY HE HAD CLBED UNDERNEATH US AND POPPED OUT IN FRONT OF US. IT WAS TOO CLOSE FOR COMFORT AND PROBABLY A TCASII SAVE. CTR SAID HE WAS VFR PHL (OR PNE) TO TEB. HE LEVELED OFF AT 17500 FT.
