Narrative:

The local controllers at bfi use a radio technique in an attempt to xfer blame for their errors to unsuspecting pilots. When 2 planes are too close on final and could potentially land simultaneously on the runway, the controllers will issue a command to the first aircraft to 'turn right/left at taxiway A5' when the aircraft is very near or past the intersection. It is impossible for the pilot to comply. If the pilot does not immediately reject the illegal command, the pilot is theoretically responsible for exiting the runway on a taxiway behind his/her aircraft. The local FAA has 'investigated' pilots who have failed to immediately reject the controller's illegal/impossible command. The local FAA does nothing to stop the controllers from this illegal command. They investigate the pilots for non compliance with an impossible command. Someday a pilot will try to make the impossible turn and fail. Callback conversation with reporter revealed the following information: at the time the alleged incidents occurred, the reporter was flying a C182. He has since lost his medical certificate due to a serious health problem. The reporter perceives and is convinced he was issued impossible turnoff clrncs for the purpose of shifting responsibility and blame on him if an incident occurred with another aircraft landing close behind. Asked if he ever advised the controller, unable on the turn, he said he never had time to think about that.

Title: RPTR BELIEVES ATCT CTLRS AT BFI ISSUE TURNOFF COMMANDS AFTER LNDG THAT ARE IMPOSSIBLE FOR THE PLT TO COMPLY WITH.

Narrative: THE LCL CTLRS AT BFI USE A RADIO TECHNIQUE IN AN ATTEMPT TO XFER BLAME FOR THEIR ERRORS TO UNSUSPECTING PLTS. WHEN 2 PLANES ARE TOO CLOSE ON FINAL AND COULD POTENTIALLY LAND SIMULTANEOUSLY ON THE RWY, THE CTLRS WILL ISSUE A COMMAND TO THE FIRST ACFT TO 'TURN R/L AT TXWY A5' WHEN THE ACFT IS VERY NEAR OR PAST THE INTXN. IT IS IMPOSSIBLE FOR THE PLT TO COMPLY. IF THE PLT DOES NOT IMMEDIATELY REJECT THE ILLEGAL COMMAND, THE PLT IS THEORETICALLY RESPONSIBLE FOR EXITING THE RWY ON A TXWY BEHIND HIS/HER ACFT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: AT THE TIME THE ALLEGED INCIDENTS OCCURRED, THE RPTR WAS FLYING A C182. HE HAS SINCE LOST HIS MEDICAL CERTIFICATE DUE TO A SERIOUS HEALTH PROB. THE RPTR PERCEIVES AND IS CONVINCED HE WAS ISSUED IMPOSSIBLE TURNOFF CLRNCS FOR THE PURPOSE OF SHIFTING RESPONSIBILITY AND BLAME ON HIM IF AN INCIDENT OCCURRED WITH ANOTHER ACFT LNDG CLOSE BEHIND. ASKED IF HE EVER ADVISED THE CTLR, UNABLE ON THE TURN, HE SAID HE NEVER HAD TIME TO THINK ABOUT THAT.
