Narrative:
While boarding flight xx (lga-ord) I received a call from flight attendant #2. She reported to me that some passenger helped themselves to her mini drawer, while she was in galley G3 counting and loading her meals. She noticed 1 of the 2 women was holding 2 'bailey's' (irish whiskey) trying to put them in her purse. She asked me to come back to witness the missing minis, and be there when she confronted them on the other missing minis -- 9 in all. I briefed the captain about the situation. Flight attendant #2 was polite, but persistent, in her request for the missing liquor. She calmly explained that if they would return the liquor immediately, that no one else would have to be involved. After asking several times, the woman in xf reached into her seat pocket and retrieved a handful of minis. It took more persuading to get the woman in xd to give back the minis in her purse. There was still 1 mini missing. I went off the plane and found a manager. I explained to him what had happened. He said he would like to talk to them himself. Before entering the airplane, he contacted management to verify what action should be taken. He proceeded to the back of the plane. Again, after much asking, the woman finally gave up the last mini. At that point we felt they should be removed due to their theft and defiance. The 2 women were told, again, several times they would have to leave (by the manager). They finally gathered their things and left. Callback conversation with reporter revealed the following information: the reporter stated that she was the lead flight attendant. The 2 women involved were in their late teens or early twenties and did not appear to be drinking or drunk. After the customer service manager got them to leave the airplane, it is not known if he pursued in filing charges against them.

I WENT OFF THE PLANE AND FOUND A MGR. THE 2 WOMEN WERE TOLD, AGAIN, SEVERAL TIMES THEY WOULD HAVE TO LEAVE (BY THE MGR). THEY FINALLY GATHERED THEIR THINGS AND LEFT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT SHE WAS THE LEAD FLT ATTENDANT. THE 2 WOMEN INVOLVED WERE IN THEIR LATE TEENS OR EARLY TWENTIES AND DID NOT APPEAR TO BE DRINKING OR DRUNK. AFTER THE CUSTOMER SVC MGR GOT THEM TO LEAVE THE AIRPLANE, IT IS NOT KNOWN IF HE PURSUED IN FILING CHARGES AGAINST THEM.
