Narrative:

On IFR flight cak-hyr. We were vectored during climb from cak. ATC was ZOB. At about +/-12500 ft MSL, we needed to deviate to the left to avoid twin otter traffic. Our last vector was approximately 250 degrees. Twin otter flew +/- 360 degrees at 12500 ft MSL. After deviation, we asked ATC about this traffic. He said he had it on radar and was talking to it. I asked ATC for his phone number. ATC never mentioned a thing about it after I told them we missed traffic about 1000 ft horizontal and 250 ft vertical.

TWIN OTTER FLEW +/- 360 DEGS AT 12500 FT MSL. AFTER DEV, WE ASKED ATC ABOUT THIS TFC. HE SAID HE HAD IT ON RADAR AND WAS TALKING TO IT. I ASKED ATC FOR HIS PHONE NUMBER. ATC NEVER MENTIONED A THING ABOUT IT AFTER I TOLD THEM WE MISSED TFC ABOUT 1000 FT HORIZ AND 250 FT VERT.
