Narrative:

Aircraft X (C414) at 4000 ft inbound to pgv from iso. Aircraft Y (BE20) descending to 5000 ft inbound to pgv from the south. The WX was IMC, but I did not have the WX or an altimeter available to me at the sector. It had been OTS off and on for weeks. I had to ask the arriving pilots if they had the WX information before clearing them for approach. I cleared aircraft X for the ILS 20 approach to pgv and asked him to report out of 4000 ft. Aircraft Y was cleared to aqe NDB to hold. I was working the radar and radar associate position combined. Aircraft X was a manual handoff from gsb approach, so after canceling an old flight plan and activating the new and posting the strip, I noticed aircraft X heading northwest away from the airport when he reported leaving 4000 ft. I asked aircraft X to say heading. He said 'localizer outbound.' I advised aircraft X that the localizer/NDB was 6 NM east of his location. I told aircraft X to climb to 4000 ft. Aircraft X was heading northwest. Aircraft Y was then east of aircraft X at 5000 ft passing approximately 6 NM. I then cleared aircraft Y to 3000 ft to reverse the sequence and prevent aircraft Y having to hold IMC. Aircraft X said he would come around and see what went wrong. A min later, I noticed aircraft X I a right turn eastbound toward aircraft Y. I assigned aircraft X a 360 degree heading and called traffic to aircraft Y (he was IMC). I expected aircraft X to continue his northwest heading while climbing to 4000 ft. He did not.
