Narrative:
A C172 was inbound to anc on a 'post office' arrival. The aircraft was conflicting with 2 flts of F15's (2) inbound to edf providing visual separation. The F15's did not descend as anticipated and aircraft #1 requested a 360 degree turn to remain clear of the F15's. When the aircraft completed the 360 degree turn, a B747 (aircraft #3) departed runway 32 at anc and climbed into aircraft #1. Aircraft #3 received a TCASII RA and descended to 1000 ft MSL to avoid aircraft #1. This also caused further problems with (2) other VFR aircraft transiting the north shoreline. Aircraft #1 was issued traffic at the last min on aircraft #3. Both pilots did not report the traffic in sight and aircraft #3 began an RA descent. Several actions could have been taken to avoid this situation: 1) aircraft #1 could have been issued traffic on aircraft #3 by the local controller position. Aircraft #3 also should have been given traffic. 2) aircraft #1 could have been delayed until the airspace was not so saturated. I believe changing the airspace to class B with specified VFR routes would alleviate this problem.

Title: A11 CTLR INVOLVED IN OPERROR WHEN TRYING TO SEPARATE C172 AND F15 ON ARR AND A B747 ANC DEP.
Narrative: A C172 WAS INBOUND TO ANC ON A 'POST OFFICE' ARR. THE ACFT WAS CONFLICTING WITH 2 FLTS OF F15'S (2) INBOUND TO EDF PROVIDING VISUAL SEPARATION. THE F15'S DID NOT DSND AS ANTICIPATED AND ACFT #1 REQUESTED A 360 DEG TURN TO REMAIN CLR OF THE F15'S. WHEN THE ACFT COMPLETED THE 360 DEG TURN, A B747 (ACFT #3) DEPARTED RWY 32 AT ANC AND CLBED INTO ACFT #1. ACFT #3 RECEIVED A TCASII RA AND DSNDED TO 1000 FT MSL TO AVOID ACFT #1. THIS ALSO CAUSED FURTHER PROBS WITH (2) OTHER VFR ACFT TRANSITING THE N SHORELINE. ACFT #1 WAS ISSUED TFC AT THE LAST MIN ON ACFT #3. BOTH PLTS DID NOT RPT THE TFC IN SIGHT AND ACFT #3 BEGAN AN RA DSCNT. SEVERAL ACTIONS COULD HAVE BEEN TAKEN TO AVOID THIS SIT: 1) ACFT #1 COULD HAVE BEEN ISSUED TFC ON ACFT #3 BY THE LCL CTLR POS. ACFT #3 ALSO SHOULD HAVE BEEN GIVEN TFC. 2) ACFT #1 COULD HAVE BEEN DELAYED UNTIL THE AIRSPACE WAS NOT SO SATURATED. I BELIEVE CHANGING THE AIRSPACE TO CLASS B WITH SPECIFIED VFR ROUTES WOULD ALLEVIATE THIS PROB.
