Narrative:

Initial climb out of bwi told to climb at 'best angle' passing 15000 ft until FL220. At FL220 on frequency 120.65, slowed (by ATC) to 250 KTS. Said for 'spacing to cvg.' then when requested higher altitude (filed for FL260) and normal speed, cleared to 300 KTS or greater, but held down to FL220 due to overhead traffic creating 'condition red.' this was after numerous off course vectors. Several other aircraft also received 250 KT restr. Seemed to get better handling afterwards, but altitude kept at FL220. 1300 pounds over burn on fuel.

THEN WHEN REQUESTED HIGHER ALT (FILED FOR FL260) AND NORMAL SPD, CLRED TO 300 KTS OR GREATER, BUT HELD DOWN TO FL220 DUE TO OVERHEAD TFC CREATING 'CONDITION RED.' THIS WAS AFTER NUMEROUS OFF COURSE VECTORS. SEVERAL OTHER ACFT ALSO RECEIVED 250 KT RESTR. SEEMED TO GET BETTER HANDLING AFTERWARDS, BUT ALT KEPT AT FL220. 1300 LBS OVER BURN ON FUEL.
