Narrative:

After a late arrival due to WX and holding, we were ground stopped from yyz to cle. After a 1 hour 45 min delay, we began our taxi to runway 23 from gate. We followed several other aircraft to the departure end of runway 23. When we were ready for takeoff, tower informed us we needed to obtain permission to use the full length (displaced threshold) and we were past the runway hold short line anyway. The runway sign was not illuminated, it was nighttime and raining and we did taxi a few ft past the line. We were told to taxi to runway 23 via txwys B and H. Taxiway Q was not issued in our taxi clearance, however, we did not realize we needed prior permission to use the full length.

Title: E135 CREW AT CYYZ CROSS RWY HOLD SHORT LINES WITHOUT CLRNC.

Narrative: AFTER A LATE ARR DUE TO WX AND HOLDING, WE WERE GND STOPPED FROM YYZ TO CLE. AFTER A 1 HR 45 MIN DELAY, WE BEGAN OUR TAXI TO RWY 23 FROM GATE. WE FOLLOWED SEVERAL OTHER ACFT TO THE DEP END OF RWY 23. WHEN WE WERE READY FOR TKOF, TWR INFORMED US WE NEEDED TO OBTAIN PERMISSION TO USE THE FULL LENGTH (DISPLACED THRESHOLD) AND WE WERE PAST THE RWY HOLD SHORT LINE ANYWAY. THE RWY SIGN WAS NOT ILLUMINATED, IT WAS NIGHTTIME AND RAINING AND WE DID TAXI A FEW FT PAST THE LINE. WE WERE TOLD TO TAXI TO RWY 23 VIA TXWYS B AND H. TXWY Q WAS NOT ISSUED IN OUR TAXI CLRNC, HOWEVER, WE DID NOT REALIZE WE NEEDED PRIOR PERMISSION TO USE THE FULL LENGTH.
