Air carrier X departed runway 27, heading 270 degrees, climbing to 5000 ft. 5 mi west of ord, air carrier X reported an RA and was climbing. Air carrier X reported traffic in front of him at 5500 ft. I observed no conflicting traffic in his vicinity. Air carrier Y was 4 mi southeast, level at 7000 ft, nwbound. Air carrier Y passed 2.5 mi behind air carrier X. Air carrier X stopped his climb at 6500 ft.

I OBSERVED NO CONFLICTING TFC IN HIS VICINITY. ACR Y WAS 4 MI SE, LEVEL AT 7000 FT, NWBOUND. ACR Y PASSED 2.5 MI BEHIND ACR X. ACR X STOPPED HIS CLB AT 6500 FT.
