Right engine rolled back below 50% N1 -- would not recover. Declared an emergency with ZKC. Diverted to stl. Landed in VFR conditions on runway 30R. Taxied to parking. Callback conversation with reporter revealed the following information: the reporter stated the aircraft was an airbus 320 with 2 cfm 56-5 engines. The reporter said the compressor bleed valve or the bleed valve control failed in the open position preventing engine acceleration.

Title: AN AIRBUS 320 IN CRUISE AT FL350 DECLARED AN EMER AND DIVERTED DUE TO #2 ENG ROLLED BACK TO IDLE PWR AND WOULD NOT ACCELERATE.

Narrative: R ENG ROLLED BACK BELOW 50% N1 -- WOULD NOT RECOVER. DECLARED AN EMER WITH ZKC. DIVERTED TO STL. LANDED IN VFR CONDITIONS ON RWY 30R. TAXIED TO PARKING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE ACFT WAS AN AIRBUS 320 WITH 2 CFM 56-5 ENGS. THE RPTR SAID THE COMPRESSOR BLEED VALVE OR THE BLEED VALVE CTL FAILED IN THE OPEN POS PREVENTING ENG ACCELERATION.
