Narrative:
Lga using runway 22 approach, runway 31 takeoff. We were on short final at approximately 150 ft AGL when tower called us and said takeoff traffic no factor. Looked up and saw an aircraft cross our nose way too close for us to perform a go around if necessary. Called tower after landing and the supervisor said sorry sometimes it's grossly unsafe. If we would have gone around we would have had a midair. The supervisor didn't seem overly concerned. Callback conversation with reporter revealed the following information: reporter stated that on about a 1/2 mi final to runway 22 at lga, he was concentrating on an airbus aircraft on the runway not quite clear. At the last moment he said he was advised by the tower that a departure was crossing ahead and not a problem. He said both he and his first officer were startled when they saw a B737 cross their final. In a later discussion with the tower supervisor, he was told that's the way traffic is handled at lga.

Title: MD80 FLC ON SHORT FINAL TO RWY 22 LGA WERE VERY CONCERNED WHEN THEY OBSERVED A DEPARTING B737 OFF RWY 31 CROSS THEIR FLT PATH.
Narrative: LGA USING RWY 22 APCH, RWY 31 TKOF. WE WERE ON SHORT FINAL AT APPROX 150 FT AGL WHEN TWR CALLED US AND SAID TKOF TFC NO FACTOR. LOOKED UP AND SAW AN ACFT CROSS OUR NOSE WAY TOO CLOSE FOR US TO PERFORM A GAR IF NECESSARY. CALLED TWR AFTER LNDG AND THE SUPVR SAID SORRY SOMETIMES IT'S GROSSLY UNSAFE. IF WE WOULD HAVE GONE AROUND WE WOULD HAVE HAD A MIDAIR. THE SUPVR DIDN'T SEEM OVERLY CONCERNED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT ON ABOUT A 1/2 MI FINAL TO RWY 22 AT LGA, HE WAS CONCENTRATING ON AN AIRBUS ACFT ON THE RWY NOT QUITE CLR. AT THE LAST MOMENT HE SAID HE WAS ADVISED BY THE TWR THAT A DEP WAS XING AHEAD AND NOT A PROB. HE SAID BOTH HE AND HIS FO WERE STARTLED WHEN THEY SAW A B737 CROSS THEIR FINAL. IN A LATER DISCUSSION WITH THE TWR SUPVR, HE WAS TOLD THAT'S THE WAY TFC IS HANDLED AT LGA.
