Narrative:
I was on an IFR flight from yip to eye, my home base, at 6000 ft. As I approached eye I picked up the WX via ASOS for eye, visibility of 6 to 8 miles and ceilings of 1500 to 2000 ft broken (if I recall properly), and was handed off to indianapolis approach. There was at least one aircraft on frequency inbound for eye ahead of me and a couple aircraft on frequency apparently behind me. Approach said I was number two for landing and to expect localizer 21 at eye. I intercepted to localizer about 10 to 15 miles out and tracked inbound on the localizer 21. I heard indy approach ask the aircraft ahead of me if he could cancel in the air as there were three (3) additional aircraft inbound. He acknowledged and cancelled IFR and continued inbound for a VFR approach and landing. I was cleared for the approach and was instructed that I could cancel in the air or the ground on 128.6. Indy approach mentioned something about canceling IFR in the air to facilitate two arrivals behind me. I was unable as I was still in IMC and had not broken out. Indy approach told me that the proceeding aircraft had located the field at about my location. I broke out, located eye directly ahead at 12 O'clock and 5 to 6 miles. I informed ATC that I could cancel IFR. I cancelled IFR amd set 1200 on my transponder. I changed frequency to CTAF on 122.8 and heard the aircraft that had just landed, a business jet (biz jet), announce clear of the active runway at eye on 122.8. I announced inbound on localizer 21 eye on a 5 to 6 mile final for runway 21. I heard the biz jet call on frequency asking if they were on the east or west ramp. As I got closer I saw the biz jet on the taxiway on the west side of the runway. The FBO responded that they were located on the east ramp. I made a call on the CTAF for 2 to 3 mile final for runway 21. Shortly after my call, I watched the biz jet turn on a taxiway to taxi across the active runway. The biz jet then proceeded to taxi across the active runway. I called on the CTAF that I was on a 1/2 mile final for runway 21. The biz jet then accelerated across the active runway and called onto the CTAF that 'they were sorry'. They cleared the active and I touched down without incident. It was about 30 local time and was dusk, with light rain and ominous skies. I consciously wondered about the situation as I had cancelled IFR and did not want to proceed around the pattern at pattern altitude as the ceilings were low and I had two IFR aircraft inbound. The biz jet was clear of the runway when I touched down, but I estimate that I was about 3000 ft from the aircraft. Callback conversation with reporter revealed the following information: reporter stated he was crossing the runway threshold as the C550 was clearing the runway. He said when he first saw the jet starting across the runway, he slowed his aircraft. Eye was his home base, he said.

Narrative: I WAS ON AN IFR FLIGHT FROM YIP TO EYE, MY HOME BASE, AT 6000 FT. I HEARD INDY APCH ASK THE ACFT AHEAD OF ME IF HE COULD CANCEL IN THE AIR AS THERE WERE THREE (3) ADDITIONAL ACFT INBOUND. HE ACKNOWLEDGED AND CANCELLED IFR AND CONTINUED INBOUND FOR A VFR APCH AND LNDG. I WAS CLEARED FOR THE APCH AND WAS INSTRUCTED THAT I COULD CANCEL IN THE AIR OR THE GND ON 128.6. INDY APCH MENTIONED SOMETHING ABOUT CANCELING IFR IN THE AIR TO FACILITATE TWO ARRIVALS BEHIND ME. I WAS UNABLE AS I WAS STILL IN IMC AND HAD NOT BROKEN OUT. SHORTLY AFTER MY CALL, I WATCHED THE BIZ JET TURN ON A TXWY TO TAXI ACROSS THE ACTIVE RWY. THE BIZ JET THEN PROCEEDED TO TAXI ACROSS THE ACTIVE RWY. I CALLED ON THE CTAF THAT I WAS ON A 1/2 MILE FINAL FOR RWY 21. THE BIZ JET THEN ACCELERATED ACROSS THE ACTIVE RWY AND CALLED ONTO THE CTAF THAT 'THEY WERE SORRY'. THEY CLRED THE ACTIVE AND I TOUCHED DOWN WITHOUT INCIDENT. IT WAS ABOUT 30 LOCAL TIME AND WAS DUSK, WITH LIGHT RAIN AND OMINOUS SKIES. I CONSCIOUSLY WONDERED ABOUT THE SITUATION AS I HAD CANCELLED IFR AND DID NOT WANT TO PROCEED AROUND THE PATTERN AT PATTERN ALTITUDE AS THE CEILINGS WERE LOW AND I HAD TWO IFR ACFT INBOUND. THE BIZ JET WAS CLR OF THE RWY WHEN I TOUCHED DOWN, BUT I ESTIMATE THAT I WAS ABOUT 3000 FT FROM THE ACFT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED HE WAS CROSSING THE RWY THRESHOLD AS THE C550 WAS CLRING THE RWY. HE SAID WHEN HE FIRST SAW THE JET STARTING ACROSS THE RWY, HE SLOWED HIS ACFT. EYE WAS HIS HOME BASE, HE SAID.
