Narrative:
City of san francisco is responsible for ramp construction and setting up barricades to prevent aircraft from taxiing in wrong areas. South of taxiway M there was a wooden barricade with 4 lights laying flat on the ground. The 4 lights were inoperative, and the barricade laying flat is hard to see. I almost ran over it, needed landing lights to see it.

Title: AN ACR PIC NOTES DURING A NIGHT OP THAT A TEMPORARY BARRICADE WAS LYING FLAT ON THE GND S OF TXWY M AND UNLIT, SFO, CA.
Narrative: CITY OF SAN FRANCISCO IS RESPONSIBLE FOR RAMP CONSTRUCTION AND SETTING UP BARRICADES TO PREVENT ACFT FROM TAXIING IN WRONG AREAS. S OF TXWY M THERE WAS A WOODEN BARRICADE WITH 4 LIGHTS LAYING FLAT ON THE GND. THE 4 LIGHTS WERE INOP, AND THE BARRICADE LAYING FLAT IS HARD TO SEE. I ALMOST RAN OVER IT, NEEDED LNDG LIGHTS TO SEE IT.
