Narrative:
During boarding, the customer service representative came to me and said they had a passenger that may have had too much to drink. Representative said he was sitting quietly and seemed sleepy. Representative had spoken with him and told him he would not be served liquor on the flight. The passenger understood and indicated he would not be a problem. After consulting with the purser, I allowed him to be boarded. During the flight, he was seen drinking from his own bottle. A flight attendant went into the blue room after him and smelled cigarette smoke and felt that he had been smoking. I made a mistake in allowing this passenger to be boarded. Callback conversation with reporter revealed the following information: the reporter stated that they were flying a B777. He doesn't know if the passenger's liquor bottle was confiscated by the flight attendants, but said that the lavatory smoke alarm never went off. The man calmed down, so the captain saw no need to call for auths to meet the flight.

Title: PLT RPT, B777. GATE AGENT, CAPT AND PURSER AGREED TO TAKE SLIGHTLY INTOXICATED PAX. LATER, PAX DRANK FROM OWN BOTTLE, SMOKED IN LAVATORY.
Narrative: DURING BOARDING, THE CUSTOMER SVC REPRESENTATIVE CAME TO ME AND SAID THEY HAD A PAX THAT MAY HAVE HAD TOO MUCH TO DRINK. REPRESENTATIVE SAID HE WAS SITTING QUIETLY AND SEEMED SLEEPY. REPRESENTATIVE HAD SPOKEN WITH HIM AND TOLD HIM HE WOULD NOT BE SERVED LIQUOR ON THE FLT. THE PAX UNDERSTOOD AND INDICATED HE WOULD NOT BE A PROB. AFTER CONSULTING WITH THE PURSER, I ALLOWED HIM TO BE BOARDED. DURING THE FLT, HE WAS SEEN DRINKING FROM HIS OWN BOTTLE. A FLT ATTENDANT WENT INTO THE BLUE ROOM AFTER HIM AND SMELLED CIGARETTE SMOKE AND FELT THAT HE HAD BEEN SMOKING. I MADE A MISTAKE IN ALLOWING THIS PAX TO BE BOARDED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THEY WERE FLYING A B777. HE DOESN'T KNOW IF THE PAX'S LIQUOR BOTTLE WAS CONFISCATED BY THE FLT ATTENDANTS, BUT SAID THAT THE LAVATORY SMOKE ALARM NEVER WENT OFF. THE MAN CALMED DOWN, SO THE CAPT SAW NO NEED TO CALL FOR AUTHS TO MEET THE FLT.
