Narrative:

During the calculation of the weight and balance concerns about the wording of the cdl weight penalty for missing slat seals were discussed between the captain, myself and our dispatcher. We came to an agreement that the takeoff penalty of 7100 pounds didn't apply, because we weren't using more than 10 degree flaps for takeoff specified by the cdl notes. After landing at destination, the captain was informed by dispatch that engineers said the cdl penalty was applicable. The solution to this is better wording of the cdl note which can be misinterpreted. A clarification or rewriting of the cdl 57-41-3 would be advised.
