Narrative:

Filed IFR hubb.slr V66 txk V54 lit. I asked the flight service specialist if he thought that this was an acceptable routing as I had never flown or filed out of addison before. He said it was accepted just fine. The clearance delivery and ground control were on the same frequency that day. Upon requesting the clearance, I was unable to understand what the controller was saying. I don't know if his transmission was 'blocked' or what. I thought maybe it was because he was talking very fast. I did get the departure frequency of 124.3 and the squawk. I told him I was sorry, but I was not able to understand the clearance. I thought he would read the clearance again, but there was no reply. Since he did not repeat the clearance, I did not know what to do. It was apparent the controller was irritated. I asked him a question about the clearance hoping it would prompt him to read it to me. Since he did not, I started repeating each segment of the plan I had filed. After each segment I would pause and he would say 'yes.' I read back the departure frequency and squawk. I did not hear anything about altitude upon takeoff. The HUBB3.slr shows no altitude on the first segment, then 5000 ft on the second one. The beginning of the class B in this area is 3000 ft on departure. I could not contact departure control immediately as he was very busy talking to other aircraft. I started a climbing turn on course. When I was able to contact departure I reported climbing through 2700 ft. He said climb and maintain 3000 ft. After doing so, he said climb and maintain 4000 ft. I then was cleared to 5000 ft. I was asked what altitude I was assigned leaving addison. I told him I was not aware of one, but I had trouble getting the clearance, and that I had requested 7000 ft. I was told to climb and maintain 7000 ft. I was asked to call a phone number upon arrival. I was asked if I knew I had busted an altitude restr of 2000 ft coming out of addison. I explained I was not aware of the restr. I explained the best I could the difficulty explained above. Lesson learned is to no matter what, understand exactly what is expected and not to become anxious or intimidated.

Title: A COMMERCIAL INST RATED PLT FLYING A BE35 FROM ADS RPTS CONFUSION AND AN UNCOOPERATIVE ATTITUDE FROM CLRNC DELIVERY.

Narrative: FILED IFR HUBB.SLR V66 TXK V54 LIT. I ASKED THE FLT SVC SPECIALIST IF HE THOUGHT THAT THIS WAS AN ACCEPTABLE ROUTING AS I HAD NEVER FLOWN OR FILED OUT OF ADDISON BEFORE. HE SAID IT WAS ACCEPTED JUST FINE. THE CLRNC DELIVERY AND GND CTL WERE ON THE SAME FREQ THAT DAY. UPON REQUESTING THE CLRNC, I WAS UNABLE TO UNDERSTAND WHAT THE CTLR WAS SAYING. I DON'T KNOW IF HIS XMISSION WAS 'BLOCKED' OR WHAT. I THOUGHT MAYBE IT WAS BECAUSE HE WAS TALKING VERY FAST. I DID GET THE DEP FREQ OF 124.3 AND THE SQUAWK. I TOLD HIM I WAS SORRY, BUT I WAS NOT ABLE TO UNDERSTAND THE CLRNC. I THOUGHT HE WOULD READ THE CLRNC AGAIN, BUT THERE WAS NO REPLY. SINCE HE DID NOT REPEAT THE CLRNC, I DID NOT KNOW WHAT TO DO. IT WAS APPARENT THE CTLR WAS IRRITATED. I ASKED HIM A QUESTION ABOUT THE CLRNC HOPING IT WOULD PROMPT HIM TO READ IT TO ME. SINCE HE DID NOT, I STARTED REPEATING EACH SEGMENT OF THE PLAN I HAD FILED. AFTER EACH SEGMENT I WOULD PAUSE AND HE WOULD SAY 'YES.' I READ BACK THE DEP FREQ AND SQUAWK. I DID NOT HEAR ANYTHING ABOUT ALT UPON TKOF. THE HUBB3.SLR SHOWS NO ALT ON THE FIRST SEGMENT, THEN 5000 FT ON THE SECOND ONE. THE BEGINNING OF THE CLASS B IN THIS AREA IS 3000 FT ON DEP. I COULD NOT CONTACT DEP CTL IMMEDIATELY AS HE WAS VERY BUSY TALKING TO OTHER ACFT. I STARTED A CLBING TURN ON COURSE. WHEN I WAS ABLE TO CONTACT DEP I RPTED CLBING THROUGH 2700 FT. HE SAID CLB AND MAINTAIN 3000 FT. AFTER DOING SO, HE SAID CLB AND MAINTAIN 4000 FT. I THEN WAS CLRED TO 5000 FT. I WAS ASKED WHAT ALT I WAS ASSIGNED LEAVING ADDISON. I TOLD HIM I WAS NOT AWARE OF ONE, BUT I HAD TROUBLE GETTING THE CLRNC, AND THAT I HAD REQUESTED 7000 FT. I WAS TOLD TO CLB AND MAINTAIN 7000 FT. I WAS ASKED TO CALL A PHONE NUMBER UPON ARR. I WAS ASKED IF I KNEW I HAD BUSTED AN ALT RESTR OF 2000 FT COMING OUT OF ADDISON.
