Narrative:
On IFR flight plan under control of balance approach, canceled IFR under advisories. Frequency change to washington approach proved wrong frequency. Ended up with dulles approach who reidented us and provided service to jyo. Evidently was handed off from balance to dulles. Route of flight was 'direct' from cancellation point to jyo. Took us over gai at about 3000 ft. No traffic called, came close to twin maneuvering in area of airport. Would seem that traffic should have been called. Flying into very bright sun, visibility was reduced.

Title: NMAC BTWN A VFR WITH APCH CTL FLT WATCH LEVEL AT 3000 FT OVER THE GAI UNCTLED ARPT, AND ANOTHER LIGHT TWIN MANEUVERING IN THE AREA.
Narrative: ON IFR FLT PLAN UNDER CTL OF BAL APCH, CANCELED IFR UNDER ADVISORIES. FREQ CHANGE TO WASHINGTON APCH PROVED WRONG FREQ. ENDED UP WITH DULLES APCH WHO REIDENTED US AND PROVIDED SVC TO JYO. EVIDENTLY WAS HANDED OFF FROM BAL TO DULLES. RTE OF FLT WAS 'DIRECT' FROM CANCELLATION POINT TO JYO. TOOK US OVER GAI AT ABOUT 3000 FT. NO TFC CALLED, CAME CLOSE TO TWIN MANEUVERING IN AREA OF ARPT. WOULD SEEM THAT TFC SHOULD HAVE BEEN CALLED. FLYING INTO VERY BRIGHT SUN, VISIBILITY WAS REDUCED.
