Narrative:
My student and I were doing touch-and-goes in the pattern on runway 4. This was our second or third circuit. There were also 2-3 other aircraft in the pattern. On this particular circuit, the tower directed us (aircraft X) to extend our downwind leg (r-hand traffic pattern) and to follow a cessna on a 4 mi final. We extended the downwind leg and made visual contact with the cessna, reported this and was cleared for the touch-and-go. After the cessna on final was abeam us, we started our base leg, then turned on about a 3 mi final. Just as we were established on final, all of a sudden a C172 (aircraft Y) came from our left to right, causing us to use evasive action (pitch nose down). This plane went right over the top of us and missed us by no more than 20 ft. I reported this to the controller. He questioned my actions then he told me that it was not my fault and apologized twice while I remained in the pattern. It was fairly busy, but we were squawking a discrete code. I think the controller lost track of the traffic he was handling.

Title: INSTRUCTIONAL PLT REQUIRED TO INITIATE EVASIVE ACTION WITH A C172 DUE TO THE PIE CTLR INCORRECT SEQUENCING.
Narrative: MY STUDENT AND I WERE DOING TOUCH-AND-GOES IN THE PATTERN ON RWY 4. THIS WAS OUR SECOND OR THIRD CIRCUIT. THERE WERE ALSO 2-3 OTHER ACFT IN THE PATTERN. ON THIS PARTICULAR CIRCUIT, THE TWR DIRECTED US (ACFT X) TO EXTEND OUR DOWNWIND LEG (R-HAND TFC PATTERN) AND TO FOLLOW A CESSNA ON A 4 MI FINAL. WE EXTENDED THE DOWNWIND LEG AND MADE VISUAL CONTACT WITH THE CESSNA, RPTED THIS AND WAS CLRED FOR THE TOUCH-AND-GO. AFTER THE CESSNA ON FINAL WAS ABEAM US, WE STARTED OUR BASE LEG, THEN TURNED ON ABOUT A 3 MI FINAL. JUST AS WE WERE ESTABLISHED ON FINAL, ALL OF A SUDDEN A C172 (ACFT Y) CAME FROM OUR L TO R, CAUSING US TO USE EVASIVE ACTION (PITCH NOSE DOWN). THIS PLANE WENT RIGHT OVER THE TOP OF US AND MISSED US BY NO MORE THAN 20 FT. I RPTED THIS TO THE CTLR. HE QUESTIONED MY ACTIONS THEN HE TOLD ME THAT IT WAS NOT MY FAULT AND APOLOGIZED TWICE WHILE I REMAINED IN THE PATTERN. IT WAS FAIRLY BUSY, BUT WE WERE SQUAWKING A DISCRETE CODE. I THINK THE CTLR LOST TRACK OF THE TFC HE WAS HANDLING.
