Narrative:
Air carrier X on arrival route at 11000 ft. Parachute jump aircraft VFR operating north of etx on arrival route, not talking to center, climbing -- both at same altitude. Traffic called 3 times. Air carrier X descended rapidly to miss VFR. Supplemental information from acn 489000: while on mazie arrival to phl, ZNY advised of unknown aircraft Y at our 12 O'clock position heading towards us and climbing through 10000 ft MSL. We (aircraft X) observed target on TCASII and when it showed -300 ft below us and still climbing, I informed ATC I was turning right to avoid the traffic, we simultaneously received a red TCASII RA and a command to descend 2700 FPM. We did so and received a clear of conflict. We then informed ATC we had leveled at 10000 ft.

Narrative: ACR X ON ARR RTE AT 11000 FT. PARACHUTE JUMP ACFT VFR OPERATING N OF ETX ON ARR RTE, NOT TALKING TO CTR, CLBING -- BOTH AT SAME ALT. TFC CALLED 3 TIMES. ACR X DSNDED RAPIDLY TO MISS VFR. SUPPLEMENTAL INFO FROM ACN 489000: WHILE ON MAZIE ARR TO PHL, ZNY ADVISED OF UNKNOWN ACFT Y AT OUR 12 O'CLOCK POS HDG TOWARDS US AND CLBING THROUGH 10000 FT MSL. WE (ACFT X) OBSERVED TARGET ON TCASII AND WHEN IT SHOWED -300 FT BELOW US AND STILL CLBING, I INFORMED ATC I WAS TURNING R TO AVOID THE TFC, WE SIMULTANEOUSLY RECEIVED A RED TCASII RA AND A COMMAND TO DSND 2700 FPM. WE DID SO AND RECEIVED A CLR OF CONFLICT. WE THEN INFORMED ATC WE HAD LEVELED AT 10000 FT.
