Narrative:

Level FL370. ZTL gave us pilot discretion to FL240. We reported out of FL310 for FL240. Atl handed us off to ZME. We received a climb RA on TCASII. Before action could be taken, a 'monitor vertical speed' then 'clear of conflict' was issued. We reported it to ZME, who seemed confused why ZTL had given us a clearance to FL240. We were given a clearance to 11000 ft and then handed back to ZTL. I think there is a small segment of airspace (between atl and mem) where there are potential problems. Questions of separation and control could cause problem in traffic separation and handling.

Title: AN ACR TWIN JET IS ASSIGNED A DSCNT CLRNC WHICH RESULTS IN A POTENTIAL CONFLICT WITH UNRPTED TFC IN THE AREA OF ZTL AND ZME CLASS A AIRSPACE 80 MI N OF VUZ, AL.

BEFORE ACTION COULD BE TAKEN, A 'MONITOR VERT SPD' THEN 'CLR OF CONFLICT' WAS ISSUED. WE RPTED IT TO ZME, WHO SEEMED CONFUSED WHY ZTL HAD GIVEN US A CLRNC TO FL240. WE WERE GIVEN A CLRNC TO 11000 FT AND THEN HANDED BACK TO ZTL. I THINK THERE IS A SMALL SEGMENT OF AIRSPACE (BTWN ATL AND MEM) WHERE THERE ARE POTENTIAL PROBS. QUESTIONS OF SEPARATION AND CTL COULD CAUSE PROB IN TFC SEPARATION AND HANDLING.
