Narrative:
Flight plan included kasper 2 STAR at msp. Initial check in with msp approach cleared us to cross delzy intersection at 11000 ft and 250 KTS. Approach control then cleared us to 11000 ft which we interpreted as a cancellation of the crossing restr. Msp approach then informed us that we missed our crossing restr and we crossed delzy at approximately 14000 ft. The controller just said to verify the chart and that it wasn't a problem and handed us over to the next msp approach controller. Supplemental information from acn 488957: at 11000 ft we saw a company B727 start turn after takeoff in our direction climbing. We then got a TA then a climbing RA. We turned into the tail of the aircraft and climbed 1000 ft. The controller then issued a turn in the direction we had already started. The controller then asked if we got the frequency change and descent? We had not. In fact, at the time the frequency was rather quiet. Our judgement was we passed beyond 5 mi horizontal and vertical 1000 ft. Factors: a busy approach control frequency, a busy controller and I think he forgot about us until we called departing 11000 ft climbing to honor the RA.

Narrative: FLT PLAN INCLUDED KASPER 2 STAR AT MSP. INITIAL CHK IN WITH MSP APCH CLRED US TO CROSS DELZY INTXN AT 11000 FT AND 250 KTS.
