Narrative:
ATC cleared air carrier X to FL310 on J42 out of cleveland. At FL310 for 3 mins a TA was received with on-coming aircraft at FL310 at 6 mi, controller called us to climb to FL330 and then to turn left 15 degrees. The other aircraft came within 4 mi on our radar. I think the controller forgot we were at FL310, opposite altitude for direction of flight, eastbound.

Title: B727 AT WRONG ALT FOR DIRECTION OF FLT RECEIVED SEVERAL TA'S BEFORE CTR ISSUED A CLBING L TURN TO CORRECT ALT.
Narrative: ATC CLRED ACR X TO FL310 ON J42 OUT OF CLEVELAND. AT FL310 FOR 3 MINS A TA WAS RECEIVED WITH ON-COMING ACFT AT FL310 AT 6 MI, CTLR CALLED US TO CLB TO FL330 AND THEN TO TURN L 15 DEGS. THE OTHER ACFT CAME WITHIN 4 MI ON OUR RADAR. I THINK THE CTLR FORGOT WE WERE AT FL310, OPPOSITE ALT FOR DIRECTION OF FLT, EBOUND.
