Narrative:

Current procedures with facsfac jacksonville (sealord) are both inadequate and unenforced. Fighter flts returning from sealord are not tagged, or cleared properly by sea lord personnel. Aircraft on delay flight plans are 'frozen' using fdio hold messages, then when the flight returns it is not accessible to sav approach. If the hold message is canceled, the delay commences and automation is approximately 1 hour behind. For aircraft on flight plans out, with a second flight plan for return, are not put on return flight plan, so again automation and sav approach cannot access data track of flight plan information. Non-automated handoffs, combined with sealord's in ability to keep these aircraft safely within their airspace, mandates manual coordination, usually at a high level of panic to ensure the safety of civil aircraft along the coastline and on V1 airway.
