Narrative:

When air carrier park at sav terminal building, specifically at sav gate xa and xc talk to sav clearance delivery it bleeds heavily into the other approach and tower frequency. It is believed to be reflected between terminal building tower building and rtr site all in close proximity to each other. When it occurs the frequencys being blocked are completely unuseable and is a compromise to safety. Solution: install a silent or automated clearance delivery system for air carrier before an incident occurs which will force the same installaiton as a reaction. Callback conversation with reporter revealed the following information: reporter stated that this problem still exists and all need to know persons have been aware of the problem via log entries, word of mouth and ucr (unsafe condition report). He said that B757, and B737-800, type aircraft usually park at the two gates where the aircraft transmitter interference (clearance delivery frequency 119.55) was a problem. He further stated that a new tower will be available in two yrs which will have a silent clearance delivery system installed which provides a printed copy of the flight plan through the ACARS system.

Title: SAV TWR CTLR COMPLAINT OF TWR COM BLOCKAGE CAUSED BY ACFT TRANSMITTER BLEED THROUGH ON CLRNC DELIVERY FREQ. PROB IS SUSPECTED TO BE CAUSED BY RADIO SIGNALS REFLECTING OFF OF THE ARPT TERMINAL BUILDING WHEN THE ACFT ARE PARKED AT CERTAIN GATES.

Narrative: WHEN ACR PARK AT SAV TERMINAL BUILDING, SPECIFICALLY AT SAV GATE XA AND XC TALK TO SAV CLRNC DELIVERY IT BLEEDS HEAVILY INTO THE OTHER APCH AND TWR FREQ. IT IS BELIEVED TO BE REFLECTED BTWN TERMINAL BUILDING TWR BUILDING AND RTR SITE ALL IN CLOSE PROX TO EACH OTHER. WHEN IT OCCURS THE FREQS BEING BLOCKED ARE COMPLETELY UNUSEABLE AND IS A COMPROMISE TO SAFETY. SOLUTION: INSTALL A SILENT OR AUTOMATED CLRNC DELIVERY SYS FOR ACR BEFORE AN INCIDENT OCCURS WHICH WILL FORCE THE SAME INSTALLAITON AS A REACTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THIS PROBLEM STILL EXISTS AND ALL NEED TO KNOW PERSONS HAVE BEEN AWARE OF THE PROBLEM VIA LOG ENTRIES, WORD OF MOUTH AND UCR (UNSAFE CONDITION RPT).
