Narrative:
I was the PF, on my first day of line operations after IOE. We were established on the final approach course inbound to forbes field (foe) for the VOR runway 21 approach. While descending through approximately 2700 ft, we broke out of the clouds and the captain reported that he had the field in sight. He then asked me if I had the field in sight at my approximately 12-12:30 O'clock position. I looked up and saw an airport at my 12:30 O'clock position, having identical runway alignments as my intended airport. I then proceeded to continue visually to the runway and made a visual landing. After landing, and finding some unfamiliar airport features, the captain realized our mistake, that we had landed at billard municipal, instead of forbes field. Billard is right along the final approach course of runway 21 of forbes field, approximately 5 mi northeast of the approach end, and has nearly identical runway features, such as alignment, displaced threshold, etc. We subsequently obtained new releases to our intended destination. Supplemental information from acn 489981: factors that contributed to landing at top. The close proximity of the 2 airports. WX. Airport diagrams are almost identical. Because of the similarities, what I saw appeared to match the approach plate and the airport diagram. I saw an airport believing it was forbes field. Flying with a new first officer just off of IOE. A major check and balance was not available.

Title: WRONG ARPT LNDG AT TOP, KS.
