Narrative:

During preflight, my inspection of the storage area for the afm and the flares missed the fact that the flares were missing. The storage area also contains a box of extra lights for maintenance. Many times I have found the flares under this box. On this occasion, I noticed the box sitting up about 1 inch and made the mistaken assumption that the flares were holding the box up, but I became complacent and did not lift the box to confirm that it was the flares. Lesson learned: don't be complacent. I'm an IOE instructor and continually emphasize this to everyone I train. I tell them that the more time they get in an aircraft, the more they have to fight the problem of complacency because it can cause many problems.

Title: CL60 CAPT DID NOT DETECT MISSING EMER EQUIP ON PREFLT INSPECTION.

Narrative: DURING PREFLT, MY INSPECTION OF THE STORAGE AREA FOR THE AFM AND THE FLARES MISSED THE FACT THAT THE FLARES WERE MISSING. THE STORAGE AREA ALSO CONTAINS A BOX OF EXTRA LIGHTS FOR MAINT. LESSON LEARNED: DON'T BE COMPLACENT. I'M AN IOE INSTRUCTOR AND CONTINUALLY EMPHASIZE THIS TO EVERYONE I TRAIN. I TELL THEM THAT THE MORE TIME THEY GET IN AN ACFT, THE MORE THEY HAVE TO FIGHT THE PROB OF COMPLACENCY BECAUSE IT CAN CAUSE MANY PROBS.
