Narrative:
An unmarked car pulled up next to the airplane and 2 civilian women with luggage and a large man in an unfamiliar uniform got out of the car and climbed up the stairs to the jetway. The man, who had a company identify, informed the captain that the 2 female passenger were the wife and daughter of a senior level executive. The captain asked if the passenger's bags had been x-rayed which is required by our company's operations manual (fom) -- they had not. The captain talked to one of our chief pilots and got verbal approval to board the passenger and their bags in violation of an FAA-approved manual, and we flew the trip as scheduled.
