ZID was non radar, with a limited data block at FL280 intercepted a tracked target at FL280. Supplemental information from acn 490369: ZID lost communications and radar. Multiple beacon codes intruded on airspace, with no flight plan information.

Title: ZID RADAR CTLR MAY HAVE ALLOWED AN ACFT WITH A LIMITED DATA TAG TO CONFLICT WITH ANOTHER ACFT AT THE SAME ALT.
Narrative: ZID WAS NON RADAR, WITH A LIMITED DATA BLOCK AT FL280 INTERCEPTED A TRACKED TARGET AT FL280. SUPPLEMENTAL INFO FROM ACN 490369: ZID LOST COMS AND RADAR. MULTIPLE BEACON CODES INTRUDED ON AIRSPACE, WITH NO FLT PLAN INFO.
