Narrative:

After departing atw, ZAU requested that we maintain our 'slowest practical speed' for spacing. We slowed accordingly and when we were later handed off to ZID. The controller inquired about our speed. We told the controller of ZAU's request. The ZID controller said that he wished chicago had told him of our speed restr and told us to both maintain our best forward speed and accelerate as quickly as possible. Not long afterward, ZID issued a crossing restr for tarne intersection on the tarne one arrival to cvg. ATC told us to cross tarne at 11000 ft and 250 KTS. The captain began to descend and when approximately 3 mins from tarne began slowing. At 1.5 mins from tarne we were at 250 KTS and ATC called to complain about our speed reduction. Apparently ATC felt that we had reached 250 KTS too soon prior to tarne. The only guidance I can find on this subject is aim paragraph 5-3-7 referencing a speed reduction commenced no sooner than 3 mins prior to reaching a clearance limit or holding fix. It is quite common when arriving cvg to receive multiple speed assignments from one center frequency to the next. Often these alternate from 'go fast' to 'slow to 250/280/310 KTS' to 'go fast' again. In the future I will always check in on a new frequency with the assigned speed and will ensure we delay the speed reduction to 250 KTS until somewhat closer to the appropriate fix.

Title: ARTCC GAVE CREW A SPD RESTR NEGLECTING TO INFORM THE NEXT ARTCC OF THE RESTR. ARTCC APPARENTLY DISPLEASED WITH PREMATURE SLOWDOWN TO 250 KTS.

Narrative: AFTER DEPARTING ATW, ZAU REQUESTED THAT WE MAINTAIN OUR 'SLOWEST PRACTICAL SPD' FOR SPACING. WE SLOWED ACCORDINGLY AND WHEN WE WERE LATER HANDED OFF TO ZID. THE CTLR INQUIRED ABOUT OUR SPD. WE TOLD THE CTLR OF ZAU'S REQUEST. THE ZID CTLR SAID THAT HE WISHED CHICAGO HAD TOLD HIM OF OUR SPD RESTR AND TOLD US TO BOTH MAINTAIN OUR BEST FORWARD SPD AND ACCELERATE AS QUICKLY AS POSSIBLE. NOT LONG AFTERWARD, ZID ISSUED A XING RESTR FOR TARNE INTXN ON THE TARNE ONE ARR TO CVG. ATC TOLD US TO CROSS TARNE AT 11000 FT AND 250 KTS. THE CAPT BEGAN TO DSND AND WHEN APPROX 3 MINS FROM TARNE BEGAN SLOWING. AT 1.5 MINS FROM TARNE WE WERE AT 250 KTS AND ATC CALLED TO COMPLAIN ABOUT OUR SPD REDUCTION. IN THE FUTURE I WILL ALWAYS CHK IN ON A NEW FREQ WITH THE ASSIGNED SPD AND WILL ENSURE WE DELAY THE SPD REDUCTION TO 250 KTS UNTIL SOMEWHAT CLOSER TO THE APPROPRIATE FIX.
