Narrative:
We were advised by ZID that radar was out. Mins later we received an RA on our TCASII and climbed to FL340 and advised ZID. Passed over top a sebound learjet by about 700 ft. Returned to FL330 and continued flight in non radar environment until we got into ZOB's airspace.

Title: LOSS OF SEPARATION IN THE CLASS A OF ZID DURING A RADAR OUTAGE.
Narrative: WE WERE ADVISED BY ZID THAT RADAR WAS OUT. MINS LATER WE RECEIVED AN RA ON OUR TCASII AND CLBED TO FL340 AND ADVISED ZID. PASSED OVER TOP A SEBOUND LEARJET BY ABOUT 700 FT. RETURNED TO FL330 AND CONTINUED FLT IN NON RADAR ENVIRONMENT UNTIL WE GOT INTO ZOB'S AIRSPACE.
