Narrative:
Nov/sat/00, on an IFR flight from fsd to far at 8000 ft MSL I canceled my IFR flight plan with ZMP. The reason for this was headwinds. In order to make my ETA at fargo I decreased altitude to 4500 ft MSL. Winds weren't favorably improving so I descended to between 500-1000 ft AGL. After trying 2500 ft MSL for awhile, over lake traverse I flew down the middle at 100 ft AGL. The lake is close to a mi wide and several mi long. I believed I had over 500 ft distance from any persons or property. Apparently I flew over a camouflaged duck hunter. The hunter reached my company to complain. My company asked if it was me and I was reprimanded by company. I thought I had 500 ft clearance going over the center of the lake that was empty. I did not see any hunters and was unaware of them.

Title: PLT OF A BE99 CARGO FLC OVERFLEW A DUCK HUNTER AT 100 FT DURING LOW LEVEL ENRTE FLT OVER LAKE TO AVOID HIGH HEADWINDS.

AFTER TRYING 2500 FT MSL FOR AWHILE, OVER LAKE TRAVERSE I FLEW DOWN THE MIDDLE AT 100 FT AGL. THE LAKE IS CLOSE TO A MI WIDE AND SEVERAL MI LONG. I BELIEVED I HAD OVER 500 FT DISTANCE FROM ANY PERSONS OR PROPERTY. APPARENTLY I FLEW OVER A CAMOUFLAGED DUCK HUNTER. THE HUNTER REACHED MY COMPANY TO COMPLAIN. MY COMPANY ASKED IF IT WAS ME AND I WAS REPRIMANDED BY COMPANY. I THOUGHT I HAD 500 FT CLRNC GOING OVER THE CTR OF THE LAKE THAT WAS EMPTY. I DID NOT SEE ANY HUNTERS AND WAS UNAWARE OF THEM.
