Narrative:
Approved non radar king air off nca heading 320 degrees, climbing to 3000 ft. Took radar handoff from nca approach. Intermittent transponder. When 3 mi inside my airspace, turned aircraft left 220 degree vector to parallel airspace boundary between ilm and nkt (same boundary as nca, however, they own 4000-10000 ft) and climbed aircraft to 10000 ft. Turned aircraft further right heading 235 degrees to avoid airspace. Aircraft flew for 10 mi within 1 1/2 mi of nkt/ilm boundary. Very busy, alone on position with no assistance available. 8 airplanes on frequency. Supervisor not present in IFR room (radar room). Supplemental information from acn 491490: this was an operational deviation called by controller(south) at nkt. Their attempt was to 'set up' nca approach control due to an ongoing disagreement between the 2 facilities. A C12 departed nca on a 320 degree heading into ilm airspace climbing to 3000 ft. 1 1/2 mi inside ilm airspace, aircraft was turned left to 220 degrees and climbed to 10000 ft. This 220 degree heading should have parallel military/sua. Aircraft X drifted back to within 1/2 mi of the ilm/nkt airspace boundary. The nkt controllers watched this whole event called ilm when aircraft X was leaving 7300 ft. An attempt was made to correct aircraft X's heading back to 235 degrees, but nkt called the deal.
