Narrative:
While climbing out on the kennedy 7 departure, passing the cri VOR on the 176 degree radial at about 5 DME from cri crew was told to turn to a 130 degree heading to intercept the 156 degree radial to wavey. Captain selected 156 degree course and intercepted same. The ADI did not indicate a heading towards wavey. After a few mi crew realized the 156 degree radial was off jfk and not cri. About that time departure control gave the crew another heading to intercept an airway. As a backup departure control should give the reference VOR when a radial is given.
