Narrative:
Restr area. On J6 wbound approaching hec VOR, PF was captain using GPS, PNF backing up using raw data. ZLA turned us 10 degrees right,- then direct hec and handed off to another sector. New controller turned us 10 degrees right then direct hec. Several mins later, turned us approximately 20N degrees right then direct hec for restr airspace. Again turned us approximately 30 degrees right and said we kept drifting. Wind approximately 130 KTS at FL280. Then cleared direct hec, which is approximately 60 degrees off our left. During our turn outbound to pmd, center said we were 7 mi in restr airspace. Another turn northbound then direct pmd. Both GPS and/or showed us over hec VOR. No further problems to pmd. Supplemental information from acn 491739: flight dfw-bur. Early in flight, cleared direct to pmd. East of hec, received a vector to turn right to clear restr area, then were reclred direct hec-pmd. After frequency change, 2 more brief vectors to the right were given followed by a turn back to hec. Nearly over hec, we were advised by ZLA we kept drifting left and we were in the restr area. First officer VOR showed hec off the right wing while following a center turn to right. DME was 7.4 at FL260. Captain gfms map display showed a left turn to HEC04 then a 60-70 degree turn right to pmd. Winds were strong at FL260 consistently indicating from 280 degrees at 120-130 KTS. No VOR/gfms agreement problems were noted prior to or after the call from center.

Title: MD80 CREW, WHILE ON VECTORS FROM ZLA, WAS ALLOWED TO ENTER R2501.
Narrative: RESTR AREA. ON J6 WBOUND APCHING HEC VOR, PF WAS CAPT USING GPS, PNF BACKING UP USING RAW DATA. ZLA TURNED US 10 DEGS R,- THEN DIRECT HEC AND HANDED OFF TO ANOTHER SECTOR. NEW CTLR TURNED US 10 DEGS R THEN DIRECT HEC. SEVERAL MINS LATER, TURNED US APPROX 20N DEGS R THEN DIRECT HEC FOR RESTR AIRSPACE. AGAIN TURNED US APPROX 30 DEGS R AND SAID WE KEPT DRIFTING. WIND APPROX 130 KTS AT FL280. THEN CLRED DIRECT HEC, WHICH IS APPROX 60 DEGS OFF OUR L. DURING OUR TURN OUTBOUND TO PMD, CTR SAID WE WERE 7 MI IN RESTR AIRSPACE. ANOTHER TURN NBOUND THEN DIRECT PMD. BOTH GPS AND/OR SHOWED US OVER HEC VOR. NO FURTHER PROBS TO PMD. SUPPLEMENTAL INFO FROM ACN 491739: FLT DFW-BUR. EARLY IN FLT, CLRED DIRECT TO PMD. E OF HEC, RECEIVED A VECTOR TO TURN R TO CLR RESTR AREA, THEN WERE RECLRED DIRECT HEC-PMD. AFTER FREQ CHANGE, 2 MORE BRIEF VECTORS TO THE R WERE GIVEN FOLLOWED BY A TURN BACK TO HEC. NEARLY OVER HEC, WE WERE ADVISED BY ZLA WE KEPT DRIFTING L AND WE WERE IN THE RESTR AREA. FO VOR SHOWED HEC OFF THE R WING WHILE FOLLOWING A CTR TURN TO R. DME WAS 7.4 AT FL260. CAPT GFMS MAP DISPLAY SHOWED A L TURN TO HEC04 THEN A 60-70 DEG TURN R TO PMD. WINDS WERE STRONG AT FL260 CONSISTENTLY INDICATING FROM 280 DEGS AT 120-130 KTS. NO VOR/GFMS AGREEMENT PROBS WERE NOTED PRIOR TO OR AFTER THE CALL FROM CTR.
