Narrative:
Localizer 31 approach to runway 31 at lga in visual conditions departures were occurring on runway 04. Local control was very busy trying to sequence and space arrivals on runway 31 and departures on runway 04. On a 2 mi final we were told to expect landing clearance on short final. We were gaining on aircraft in front of us and adjusting speed. The frequency was very congested. We may have landed without a clearance. Contributing factors: busy frequency, lifting of slot restrictions at lga, concern over recent practice of clearing aircraft for takeoff on runway while aircraft are touching down on runway 31 with no request or the ability to hold short of runway 4.

Title: DHC8 PLT LNDG RWY 31 AT LGA IS CONCERNED ABOUT SPACING ON FINAL, XING DEPS, AND FREQ CONGESTION.
Narrative: LOC 31 APCH TO RWY 31 AT LGA IN VISUAL CONDITIONS DEPS WERE OCCURRING ON RWY 04. LOCAL CTL WAS VERY BUSY TRYING TO SEQUENCE AND SPACE ARRIVALS ON RWY 31 AND DEPS ON RWY 04.
