Narrative:
Turning aircraft into position requested by tower directed jetblast perpendicular to approach end of runway 29, a landing aircraft complained (no official report filed). Taxi mechanic's situational awareness (landing aircraft not sighted) and tower awareness of possible conflicts on field contributed to this incident. In an effort to troubleshoot or duplicate test flight gripes, a maintenance taxi was requested. After obtaining a port clearance for taxi operations, we were cleared by the tower for a taxi to the runway 29 side-step area. After holding short of taxiway west on taxiway B, tower authority/authorized a continued taxi to the runway 29 side-step area via taxiway west. Tower also gave the standard instruction to position the aircraft so as to not block departing runway 29 taxi traffic. After initiating a left (counterclockwise) turn at the runway 29 side-step area, the aircraft was stopped.
Original NASA ASRS Text
Title: A B777-200 WAS ACCOMPLISHING AN ENG RUN TEST PERPENDICULAR TO AN ACTIVE RWY AND RECEIVED COMPLAINTS FROM A LNDG ACFT.
Narrative: TURNING ACFT INTO POS REQUESTED BY TWR DIRECTED JETBLAST PERPENDICULAR TO APCH END OF RWY 29, A LNDG ACFT COMPLAINED (NO OFFICIAL RPT FILED). TAXI MECH'S SITUATIONAL AWARENESS (LNDG ACFT NOT SIGHTED) AND TWR AWARENESS OF POSSIBLE CONFLICTS ON FIELD CONTRIBUTED TO THIS INCIDENT. IN AN EFFORT TO TROUBLESHOOT OR DUPLICATE TEST FLT GRIPES, A MAINT TAXI WAS REQUESTED. AFTER OBTAINING A PORT CLRNC FOR TAXI OPS, WE WERE CLRED BY THE TWR FOR A TAXI TO THE RWY 29 SIDE-STEP AREA. AFTER HOLDING SHORT OF TXWY W ON TXWY B, TWR AUTH A CONTINUED TAXI TO THE RWY 29 SIDE-STEP AREA VIA TXWY W. TWR ALSO GAVE THE STANDARD INSTRUCTION TO POS THE ACFT SO AS TO NOT BLOCK DEPARTING RWY 29 TAXI TFC. AFTER INITIATING A L (COUNTERCLOCKWISE) TURN AT THE RWY 29 SIDE-STEP AREA, THE ACFT WAS STOPPED.
