Narrative:
Previous 20 mins had been light to moderate chop. Given clearance to cross hli VOR at 10000 ft. Hli was notamed OTS. We had reminded ATC 3 times of that fact, finally received 'cross 40 mi southeast mem at 10000 ft.' moderate chop and icing in descent. We flew 250-280 KTS for the turbulence. Several queries received from controller regarding airspeed. Accused us of 300 KTS. In all the excitement I forgot the crossing restr. At 42 mi southwest of mem, I realized the error of my ways and dumped the nose and leveled at 10000 ft, 38 NM southwest of mem. I had transited this area for the last 3 days. During this entire time, hli VORTAC was OTS, yet on all 3 days the controllers kept giving clrncs in reference to hli VORTAC. I had my hands full with turbulence, icing, etc, these numerous clrncs referencing hli which was very distracting. In reference to CRM, I could use their help, instead of confusion referencing a VORTAC that is not in service. I'm not laying blame, but it was distracting.

Title: CAPT OF A B727 FORGOT DSCNT XING ALT DUE TO DISTRACTIONS OF WX. THE ORIGINAL XING RESTR GIVEN BY ATC WAS IN ERROR SINCE THE NEVADA VOR WAS NOTAMED OTS.
Narrative: PREVIOUS 20 MINS HAD BEEN LIGHT TO MODERATE CHOP. GIVEN CLRNC TO CROSS HLI VOR AT 10000 FT. HLI WAS NOTAMED OTS. WE HAD REMINDED ATC 3 TIMES OF THAT FACT, FINALLY RECEIVED 'CROSS 40 MI SE MEM AT 10000 FT.' MODERATE CHOP AND ICING IN DSCNT. WE FLEW 250-280 KTS FOR THE TURB. SEVERAL QUERIES RECEIVED FROM CTLR REGARDING AIRSPD. ACCUSED US OF 300 KTS. IN ALL THE EXCITEMENT I FORGOT THE XING RESTR.
