Narrative:
During our mechanical at gate xx, we observed many, many passenger lollygagging about the ramp area confused as to whether to plane or return to the terminal. Several passenger went into the terminal unescorted. With a multitude of ramp equipment feverishly moving about the ramp, we are very concerned with the state of these operations.
