Narrative:
The aircraft was changed from ship X to ship Y, which arrived later than original departure time, as the flight was delayed. The captain noticed that deferred items on ship X were critical to the flight. As passenger were boarded, captain was discussing options with company. Company decided to swap aircraft once again to ship Y. The captain requested operations to send down a ticket agent to deplane aircraft, as I went to preflight ship Y. 2 ticket agents approached ship X to deplane the aircraft. As the agents deplaned ship X they immediately sent the passenger to ship Y, which was without a flight attendant, without a crew onboard call to operations and without prior readiness of ship Y. The captain and flight attendant remained on ship X to oversee the deplaning. I was doing the preflight of ship Y. As I saw the ticket agent send the passenger toward ship Y, I began yelling and waving at the ticket agent not to send the passenger. The agent ignored my attempts to stop her, and a few passenger boarded the aircraft before either I, or the flight attendant, who ran across the ramp to reach ship Y could board the aircraft. The captain later explained what had happened to agent. Agent confirmed that the direct xfer of passenger across the ramp should have never occurred, because this was not a taught procedure, the other aircraft was not deemed ready to board and the aircraft was without flight crew and flight attendant.

Title: PLT RPT, EMB120. ON BOARDING, ACFT HAD MECHANICAL PROBS. SWITCHED TO ANOTHER PLANE. AGENT BOARDED PAX, WITHOUT FLC ONBOARD. FO STOPPED IT.
Narrative: THE ACFT WAS CHANGED FROM SHIP X TO SHIP Y, WHICH ARRIVED LATER THAN ORIGINAL DEP TIME, AS THE FLT WAS DELAYED. THE CAPT NOTICED THAT DEFERRED ITEMS ON SHIP X WERE CRITICAL TO THE FLT.
