Narrative:
Upon arrival at cle airspace, we executed an approach to runway 23L. A missed approach was initiated and vectors were given to a lower minimums runway (ILS runway 5R). We took the vectors to runway 5R in such a short time span due to the approach controller evidently having a high workload and trying to clear traffic as quickly as possible. The approach to runway 5R was initiated with an estimated RVR of 2400 ft. At approximately 1500 ft, the RVR was given as 2000 ft RVR and a landing was completed. Upon landing, braking was 'fair.' although I do not believe any FARS were violated, I must say due to the ATC controller's workload, and consequently mine, approach procedures were compromised. An analysis of runway conditions was not assessed analytically by me, only by the aircraft's performance. Here forward, I will not accept approach clrncs when sufficient time for a complete analysis cannot be completed. The runway could have been nil in braking! The RVR may not have been reported, etc. The rushed approach to minimums was not comfortable!

Title: AN ACR FLC IS OVERLOADED DURING A NEW RWY APCH IN MARGINAL WX CONDITIONS WITH PIC VOICING CONCERNS ABOUT LEGALITIES RELATED TO RVR AND BRAKING ACTION AT CLE, OH.
Narrative: UPON ARR AT CLE AIRSPACE, WE EXECUTED AN APCH TO RWY 23L. A MISSED APCH WAS INITIATED AND VECTORS WERE GIVEN TO A LOWER MINIMUMS RWY (ILS RWY 5R). WE TOOK THE VECTORS TO RWY 5R IN SUCH A SHORT TIME SPAN DUE TO THE APCH CTLR EVIDENTLY HAVING A HIGH WORKLOAD AND TRYING TO CLR TFC AS QUICKLY AS POSSIBLE. THE APCH TO RWY 5R WAS INITIATED WITH AN ESTIMATED RVR OF 2400 FT. AT APPROX 1500 FT, THE RVR WAS GIVEN AS 2000 FT RVR AND A LNDG WAS COMPLETED. UPON LNDG, BRAKING WAS 'FAIR.' ALTHOUGH I DO NOT BELIEVE ANY FARS WERE VIOLATED, I MUST SAY DUE TO THE ATC CTLR'S WORKLOAD, AND CONSEQUENTLY MINE, APCH PROCS WERE COMPROMISED.
