Narrative:
WX at calgary had an intermittent condition of 1/2 SM visibility due to snow. Edmonton was alternate. Probability of 30% that edmonton might be low visibility also. We should have had 2 alternates but allowed ourselves to be dispatched with 1 alternate. Continually changing company regulations and difficulty reading paragraph led to confusion. Dispatch and crew at fault.
