Narrative:
During taxi out on taxiway a to runway 23L there is a bright light near the captain D's restaurant on the highway that looks like an aircraft taxiing toward you. It is blinding. Tower was notified. Callback conversation with reporter revealed the following information: the reporter stated that this incident happened on the ground at tys. The reporter claims that the tower informed the crew that this has been a common complaint with flight crew.

Title: MD80 CREW HAD BRIGHT INTERFERING LIGHTING COMING FROM RESTRAINT ACROSS ARPT ROAD AT TYS.
Narrative: DURING TAXI OUT ON TXWY A TO RWY 23L THERE IS A BRIGHT LIGHT NEAR THE CAPT D'S RESTAURANT ON THE HWY THAT LOOKS LIKE AN ACFT TAXIING TOWARD YOU. IT IS BLINDING. TWR WAS NOTIFIED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THIS INCIDENT HAPPENED ON THE GND AT TYS. THE RPTR CLAIMS THAT THE TWR INFORMED THE CREW THAT THIS HAS BEEN A COMMON COMPLAINT WITH FLC.
