Narrative:
Aircraft had MEL 28-6 (fuel quantity inoperative) and also MEL 34-36E (right FMC inoperative). While reading MEL 34-36E, note 2 says 'if fuel quantity inoperative, refer to MEL 28-23.' MEL 28-23 says to place an inoperative sticker next to the FMC/CDU labeled 'gw inoperative.' both maintenance and the dispatcher seemed to agree that '...refer to MEL 28-23' indicated that it was not necessary to add MEL 28-23. I can see the argument both ways and the MEL definitions section does not clarify the word 'refer.' I will pursue this matter through other channels for clarification and file this NASA form in the event my interpretation and action was incorrect.

Title: A B737-400 WAS DISPATCHED IN NON COMPLIANCE WITH A FUEL QUANTITY INDICATOR INOP BUT MEL PROCS WERE NOT FOLLOWED REGARDING THE FMS.
Narrative: ACFT HAD MEL 28-6 (FUEL QUANTITY INOP) AND ALSO MEL 34-36E (R FMC INOP). WHILE READING MEL 34-36E, NOTE 2 SAYS 'IF FUEL QUANTITY INOP, REFER TO MEL 28-23.' MEL 28-23 SAYS TO PLACE AN INOP STICKER NEXT TO THE FMC/CDU LABELED 'GW INOP.' BOTH MAINT AND THE DISPATCHER SEEMED TO AGREE THAT '...REFER TO MEL 28-23' INDICATED THAT IT WAS NOT NECESSARY TO ADD MEL 28-23. I CAN SEE THE ARGUMENT BOTH WAYS AND THE MEL DEFINITIONS SECTION DOES NOT CLARIFY THE WORD 'REFER.'
