Narrative:
Piper landed on runway 30 and exited at taxiway G. He contacted me on ground control requesting taxi back. He was instructed to taxi to runway 30 at taxiway J via taxiway D and read back correctly. Aircraft failed to make the left turn at taxiway J and continued past the hold bars for runway 25L. I instructed him to 'stop' and notified local control #1, who had to have an aircraft on short final to runway 25L go around. Controller in charge was told, but did not want to file a pilot deviation.

Title: AN SMA PLT, AFTER LNDG AT LGB, FAILED TO TURN AS INSTRUCTED AND TAXIED ONTO AN ACTIVE RWY, CAUSING A GAR.
Narrative: PIPER LANDED ON RWY 30 AND EXITED AT TXWY G. HE CONTACTED ME ON GND CTL REQUESTING TAXI BACK. HE WAS INSTRUCTED TO TAXI TO RWY 30 AT TXWY J VIA TXWY D AND READ BACK CORRECTLY. ACFT FAILED TO MAKE THE L TURN AT TXWY J AND CONTINUED PAST THE HOLD BARS FOR RWY 25L. I INSTRUCTED HIM TO 'STOP' AND NOTIFIED LCL CTL #1, WHO HAD TO HAVE AN ACFT ON SHORT FINAL TO RWY 25L GO AROUND. CIC WAS TOLD, BUT DID NOT WANT TO FILE A PLTDEV.
