Narrative:

We were taxiing to runway 11R. We held short of intersection D for a mooney, then behind the mooney who crossed intersection a, while he held short for an F16. As he crossed intersection a, we were cleared to taxi to runway 11R. We passed behind the F16 and continued to follow the mooney to runway 11R. As we crossed the hold short line for the stopway for runway 11L, we saw an F16 on a high left base, the copilot said 'we have an F16 on base who just went knife-edge to final (90 degree left turn). We stopped the airplane across the hold line, but short of the stopway edge line. No part of our aircraft was on the stopway. As our aircraft finished stopping, ground called us to stop, which we already were. The F16 went around. We were told to turn left on runway 11, then left on A4 to clear, then go to tower. We were later notified by tower that they were filing a pilot deviation report. We actually had the F16 in sight the whole time and initiated the stopping. Contributing factors: 1) military aircraft at a mixed use airport flying nonstandard patterns. 2) hawker intercom has no volume control so sometimes it is hard to hear copilot and ATC when local control are talking sometimes. 3) military aircraft are transmitting on UHF. Some situational awareness was lost with respect to keeping track of which F16 was which. 4) trying to complete checklist items, navigation across the airport, monitor all calls, at an unfamiliar airport. 5) as a crew on subsequent legs, we decided to complete all checklist items that don't require aircraft movement in the blocks, leaving us both to focus on surface movement.

Title: H25B FLC CHALLENGED BY TUS TWR FOR PASSING RWY 11 HOLD SHORT LINE WITH F16 LNDG.

Narrative: WE WERE TAXIING TO RWY 11R. WE HELD SHORT OF INTXN D FOR A MOONEY, THEN BEHIND THE MOONEY WHO CROSSED INTXN A, WHILE HE HELD SHORT FOR AN F16. AS HE CROSSED INTXN A, WE WERE CLRED TO TAXI TO RWY 11R. WE PASSED BEHIND THE F16 AND CONTINUED TO FOLLOW THE MOONEY TO RWY 11R. AS WE CROSSED THE HOLD SHORT LINE FOR THE STOPWAY FOR RWY 11L, WE SAW AN F16 ON A HIGH L BASE, THE COPLT SAID 'WE HAVE AN F16 ON BASE WHO JUST WENT KNIFE-EDGE TO FINAL (90 DEG L TURN). WE STOPPED THE AIRPLANE ACROSS THE HOLD LINE, BUT SHORT OF THE STOPWAY EDGE LINE. NO PART OF OUR ACFT WAS ON THE STOPWAY. AS OUR ACFT FINISHED STOPPING, GND CALLED US TO STOP, WHICH WE ALREADY WERE. THE F16 WENT AROUND. WE WERE TOLD TO TURN L ON RWY 11, THEN L ON A4 TO CLR, THEN GO TO TWR. WE WERE LATER NOTIFIED BY TWR THAT THEY WERE FILING A PLTDEV RPT. WE ACTUALLY HAD THE F16 IN SIGHT THE WHOLE TIME AND INITIATED THE STOPPING. CONTRIBUTING FACTORS: 1) MIL ACFT AT A MIXED USE ARPT FLYING NONSTANDARD PATTERNS. 2) HAWKER INTERCOM HAS NO VOLUME CTL SO SOMETIMES IT IS HARD TO HEAR COPLT AND ATC WHEN LCL CTL ARE TALKING SOMETIMES. 3) MIL ACFT ARE XMITTING ON UHF. SOME SITUATIONAL AWARENESS WAS LOST WITH RESPECT TO KEEPING TRACK OF WHICH F16 WAS WHICH. 4) TRYING TO COMPLETE CHKLIST ITEMS, NAV ACROSS THE ARPT, MONITOR ALL CALLS, AT AN UNFAMILIAR ARPT. 5) AS A CREW ON SUBSEQUENT LEGS, WE DECIDED TO COMPLETE ALL CHKLIST ITEMS THAT DON'T REQUIRE ACFT MOVEMENT IN THE BLOCKS, LEAVING US BOTH TO FOCUS ON SURFACE MOVEMENT.
